Many drivers from abroad are allowed, say for a period of roughly half a year, to experience driving in
Holland with their foreign license (always consult your insurance company).
After this period they will have to obtain a Dutch license. A difference is also made between countries among European Monetary Union and others.
Was it ever easy to just change a foreign driving license into a Dutch one, and a few years later only by undergoing a very light exam, nowadays foreign drivers must work up to normal Dutch standards. Mentioned standards are seen upon as the highest in
Europe and probably the world. In spite of this kind of setback you will experience that Dutch driving licenses are well rewarded and accepted most anywhere in the world as a proof of sufficient driving skills. Ever severe, these skills will also keep you alive in future! A good driver will also find, with less effort, his or her way to truck-, bus-, motorbike-, trailer- and cart-combination licenses.
Would you like to receive your lessons in a foreign language, then always realize that examiners, if at all, mostly have a very elementary knowledge of German, French and even English. It will be wise in such a case, to study your theory in English. The theory-exam will at times be held in English, French, German and Turkish on request (refer to CBR exam bureau CBR.nl) in different cities.

It is wise to pick up some easy Dutch phrases to be able to communicate on the exam.
Very important is, before you start your course, to inform whether you are able to receive a Dut ch license after succeeding for your exam. In relation to your citizen standard (depending on the gradation of your legal stay permit) this will not always be possible.
Inform yourself thereto always at the city registration office (stadskantoor, Oldehoofster- kerkhof 2, 058-2338888), or call/mail with the exam bureau CBR (CBR.nl). They will in most cases be able to tell you exactly what to do.
Try to obtain such an advice in writing.
